Express Employment Professionals closed 29 franchise agreements in the first half of 2026. Twenty-six of those deals were resales, not new territory sales, a split that points to consolidation inside a mature staffing network rather than fresh expansion. The brand also hosted seven Discovery Days this year, covering 31 territories, which suggests the pipeline behind those numbers is still active.
When a franchise system sells mostly resales, it usually means existing operators are exiting or handing off businesses to buyers who already understand the model. For Express, that includes owner Melissa Speaker, who worked inside the brand for 14 years as an employee before buying the Pensacola, Florida office herself. Buyers with tenure inside the system carry less execution risk than first-time franchisees, since they already know the client base, the placement cycle, and the local labor market before they sign. That matters in staffing, where relationships with hiring managers take years to build and can walk out the door with a poorly managed transition.
Express is also courting candidates in Ontario and British Columbia alongside open U.S. territories in the Northeast, spreading demand across borders rather than concentrating growth in one region. The company backs new owners with a Fast Track incentive program tied to early performance milestones, a lever franchisors increasingly use to shorten the runway between signing and profitability. For multi-unit operators scanning the staffing category, a resale rate above 90 percent is a signal to underwrite the deal on the existing book of business, not on projected growth. It also means competition for available resales is likely to stay tight, since buyers with system experience have a clear edge over outsiders.
