The International Franchise Association joined Canadian and Mexican counterparts in a permanent cooperation framework covering regulation, research and cross-border brand expansion.

The International Franchise Association signed a Trilateral Cooperation Agreement with the Canadian Franchise Association and Mexico's Asociacion Mexicana de Franquicias on August 12 in Mexico City. It is the first formal alliance between the three national franchise bodies, covering a combined market of more than 1 million franchise establishments, 6,600 brands and roughly 9 million jobs across North America.
The framework focuses on six areas: institutional strengthening, education and training, research, best-practice sharing, information exchange and cross-border brand development. It is not a trade treaty and creates no legal obligations for the three governments, but it gives franchise brands a shared channel for regulatory intelligence on disclosure rules, intellectual property and market-entry requirements in each country.
U.S. franchisors expanding into Canada currently navigate a patchwork of provincial disclosure requirements, while entry into Mexico means adapting to a different legal and currency framework. The agreement does not remove those requirements, but the associations plan to publish market-entry road maps and a shared regulatory resource library, giving franchise legal and development teams a common reference point instead of building compliance knowledge from scratch in each market.
The IFA, CFA and AMF have started a permanent work agenda covering training, research and best-practice sharing, though no date has been set for the first joint deliverable. The trilateral pact arrives ahead of the IFA's Advocacy Summit in Washington, D.C. this September, where franchisors and franchisees plan to lobby Congress on the proposed American Franchise Act, a separate but related push to shape domestic franchise policy.
