Dallas franchisee Sarah Mills signed a three-unit development agreement with Sparkle Grooming, the pet care brand's second deal in the market this year.

Sparkle Grooming Co., the membership-based dog grooming franchise built on its Quick-Service Pet Care model, signed a three-unit development agreement with Dallas native Sarah Mills, who plans to open salons in Lakewood, Preston Hollow and North Dallas over the next two years. The deal is Sparkle's second in the Dallas market this year, following a five-unit agreement signed in January, and pushes the brand's national license count past 600.
Pet grooming remains a mostly independent, highly fragmented local-service category, which is exactly the opening Sparkle is targeting with a recurring-membership model instead of one-off appointments. The company points to a 73% membership conversion rate driving same-store sales growth strong enough to justify aggressive multi-unit development in markets it has already entered, rather than spreading thin across new geography.
Mills brings a management-consulting background rather than pet industry experience, a profile Sparkle has leaned on before as it recruits operators who can run multi-unit territories like a business rather than a single storefront. For multi-unit investors watching the pet care category, repeat development agreements in the same metro, layered on a young brand's first 10 operating locations, are a clearer signal of unit economics than announcement volume alone.
Sparkle has stacked development agreements covering 29 units in Southeast Florida, 22 in Orange County, California and more than 60 across the Mid-Atlantic, on top of its Dallas activity, with 13 additional units slated to open soon. That backlog, against just 10 currently operating locations, means the next 12 to 18 months of openings will be the real test of whether Sparkle's support systems can keep pace with its licensing pace.
